Now, new EU legislation is validating our careful stance, setting strict limits on the use of retinol in over-the-counter cosmetics.
New EU Regulations on Retinol: What You Need to Know
Starting in November 2025, the European Union will enforce new restrictions on the concentration of retinol, retinyl acetate, and retinyl palmitate in cosmetic products. These rules will limit face and hand creams to a maximum of 0.3% retinol and body products to just 0.05%. Products containing retinol will also be required to carry warning labels alerting consumers to potential health hazards.
Why the sudden change?
Retinol and its derivatives retinyl acetate, and retinyl palmitate are all forms of vitamin A. The EU’s Scientific Committee on Consumer Safety (SCCS) has raised red flags about the cumulative effects of vitamin A from food, supplements, and skincare. Too much vitamin A can lead to serious health issues, including liver damage, hypervitaminosis A, not to mention a myriad of skin reactions: irritation, redness, low-grade inflammation, hypersensitization, and reduced sun-tolerance.
